David C. Swallow, P.E. is a Director of Engineering Services for the Regional Transportation Commission of Southern Nevada (RTC), in the Capital Project Development Group. His primary duties include managing the planning, design, and construction of transportation related facilities and systems. A resident of Las Vegas for over 20 years, he holds a B.S. and M.S. in Civil Engineering from the University of Nevada, Las Vegas.
